What is the difference between A Khata and B Khata?
A Khata and B Khata is a very important document that specifies an assessment of the tax which has to be paid by the owner of the property in question this is what the Khata is used for by the owner of the property. Khata is also important for the authorities cell as it helps the authority decipher who has to actually pay the property tax which is old on the property in question. Khata refers to two specific documents issued by BBMP (Bruhat Bangalore Mahanagara Palike) to a property owner. These documents are the: Khata Certificate and the Khata Extract. Khata is a word from the Hindi language which literally means “account.”
Apart from this, the Khata is also required by the bank when the issue any loan and for that loan, the property in question is used as collateral. It is also used when the government has to issue various licenses and it is used as an application for these licenses. The Khata is issued to a property owner after the property has been registered with the Sub-Registrar’s Office.
A Khata Certificate:
For the registration process, the Karnataka Government ensure that the property which is being registered and subsequently being issued a Khata certificate should definitely conform to the building bye-laws and regulations. It is very crucial that the property meets the required regulations and laws so that the certificate can be issued to the property. The certificate which is issued to such a property which is cleared and net all the regulations and laws is known as the A khata certificate.
B Khata Certificate:
However, in many situations the government found properties in Karnataka enjoy the benefits provided by the government (for example – roads, drainage, water, street lights etc) without paying property taxes in return. These properties were usually in violation of building bye-laws. The government started issuing the B Khata Certificate as a way to bring these properties into the government’s records and charge property taxes on them. Having this document still will NOT allow the property owner to apply for licenses from the government or obtain loans on the property. However, having a B Khata on a property will allow the property to be sold and bought by people.
When does a property have a B Khata Certificate?
- When the property lies in a layout that has not been authorized by the Bangalore Development Authority
- When the property lies in a Layout on Revenue Land that has not gone through Deputy Commissioner (DC) Conversion to allow non-agricultural use
- When a property has not gone through the appropriate plan approval
- When a property does not have an “Occupancy Certificate”
